Newark Airport served 35 million passengers per year in 2008, has three terminals, and serves as a domestic hub for Continental Airlines. From 2004 to 2007, Newark saw an 87% increase in flights delayed more than one hour. 

The United States Department of Transportation has capped the number of scheduled operations permitted at Newark to 81 per hour in an attempt to reduce congestion. Some physical constraints Newark faces include insufficient space between parallel runways (1,000ft) to allow for independent and simultaneous operations, and nearby Port Newark operations can conflict with the airport as well. Large car carrier vessels have, on occasion, shut down runway 29 when they are berthed at the Port in Bayonne.
