The United States Department of Transportation has capped the number of scheduled operations permitted at Newark to 81 per hour in an attempt to reduce congestion. Some physical constraints Newark faces include insufficient space between parallel runways (1,000ft) to allow for independent and simultaneous operations, and nearby Port Newark operations can conflict with the airport as well. Large car carrier vessels have, on occasion, shut down runway 29 when they are berthed at the Port in Bayonne .
