LaGuardia is the smallest of the New York region's airports, serving 23 million passengers per year in 2008 from four terminals. The airport has the largest proportion of regional jet traffic out of all three airports. 

From 2004 to 2007 cancelled flights at LaGuardia doubled. The USDOT has instituted a cap on the number of scheduled flights at LaGuardia to 78 per hour. Some of this airport's physical constraints include narrow alleyways between piers at Central Terminal Building (the main terminal, with 50% of the airport's gates); LaGuardia also has two short (7,000ft) intersecting runways with no parallel operations, so only one runway can be in operation at a time; in addition, Grand Central Parkway conflicts with runway 4.
